The Art of Scapegoating

After having studied the use of scapegoating throughout history I have come to the conclusion that there are five basic rules to selecting the perfect scapegoat.

1. Select a person or group of people whose suffering will evoke the least amount of suffering from the population at large. Witches are always a good choice.
2. Select a person who might be inclined to volunteer to fall on the proverbial grenade. Willing scapegoats are always better than willing ones.
3. Select a person who would be easy to position as opposed to the values of the majority.
4. Select a person you don't like, makes it much easier to not miss them when their gone.
5. Select a person who can't mount an adequate defense against your accusations.
